The capacity to deliberate and constrain: a legislature with the committees, analytical support and scrutiny powers to make law well and hold the executive to account.
The Capability Development Index tracks the events that move a capability — operational use, technical breakthroughs, procurement decisions and the industrial base behind them — and places each on the record with the date it happened.
Recent developments cover the current period. Historical developments are the inflection points that produced Legislature & Deliberative Institutions as it stands today.
The Icelandic Althing was established in 930 CE as an assembly with law-making authority. It is identified as the oldest legislature still in existence, making it a foundational reference point for the continuity of deliberative institutions.
Before 1913 the US Senate contained delegates of state governments, in the manner still seen in Germany and the European Union. From 1913 senators were elected under a formula granting equal representation to states regardless of population, changing the representative basis of the upper chamber.
The Federal Assembly of Yugoslavia was created in 1963 with five chambers, the only legislature ever to exceed four. It represents the outer limit of multicameral legislative design.
In 1967 the already pentacameral Federal Assembly gained a sixth chamber. This remains the highest number of chambers in any legislature recorded.
