Historical Developments

1854The state of Texas created the Permanent School Fund, the first sovereign wealth fund 172 years ago

The PSF was established to benefit primary and secondary schools, initially funded by an appropriation from the state legislature and later endowed with public lands. It is regarded as the earliest example of the sovereign wealth fund model, predating national funds by a century.

1876The state of Texas established the Permanent University Fund endowed with public lands 150 years ago

The PUF was created to benefit universities and endowed with public lands whose ownership Texas had retained under the 1845 annexation treaty with the United States. Its creation extended the non-federal state fund model, and the Permanent School Fund received public lands at the same time.

1953Kuwait established the Kuwait Investment Board, the world's first modern sovereign wealth fund 73 years ago

Kuwait established the Kuwait Investment Board in 1953, the world's first modern sovereign wealth fund, set up in London to manage oil revenue for future generations before independence from the United Kingdom. The board later became the Kuwait Investment Authority, and its commodity-fund model set the template for the Gulf Cooperation Council funds — among the oldest and largest in the world — and for oil and gas exporters worldwide for the rest of the century; by July 2023 the fund was worth $853 billion.

The fund was renamed the Kuwait Investment Authority at independence
1956Kiribati created the Revenue Equalization Reserve Fund from phosphate mining royalties 70 years ago

The British administration of the Gilbert Islands founded Kiribati's Revenue Equalization Reserve Fund, financed by a levy on exports of phosphates mined on the island of Banaba and used in fertiliser. One of the earliest registered sovereign wealth funds, it has grown to over $1.5 billion, outlasting the phosphate deposits themselves by decades, still supporting the state budget and demonstrating the model for very small resource-dependent states.

1974Singapore founded Temasek Holdings to manage the government's stakes in state-linked companies 52 years ago

Rather than a pure reserve-management vehicle, Temasek was built to hold and actively manage the government's shareholdings in domestic enterprises before expanding into international investment, a distinct model alongside the reserve-focused fund Singapore later created.

1976Abu Dhabi established the Abu Dhabi Investment Authority to manage its oil wealth 50 years ago

Formed as the emirate's oil revenue surged, ADIA was built to invest surplus wealth abroad on a long time horizon rather than spend it domestically, becoming one of the largest and most secretive sovereign funds in the world.

1976Alaska created the Permanent Fund and began paying residents an annual dividend from its returns 50 years ago

A constitutional amendment directed a share of oil revenue into a fund whose investment income would later be distributed directly to every resident each year, a citizen-dividend model that few other sovereign funds anywhere have since replicated at scale.

1981Singapore founded GIC to invest its foreign reserves abroad 45 years ago

Established separately from the central bank and Temasek, GIC was built to manage a share of Singapore's reserves purely as a long-horizon international investor, a structural separation between currency management and asset management that other states later copied.

1988The United States enacted the Exon–Florio Amendment to the Omnibus Trade and Competitiveness Act 38 years ago

The amendment gave the government authority to review foreign acquisitions on national security grounds, administered by the Committee on Foreign Investment in the United States. It became the principal legal mechanism for addressing concerns about sovereign wealth fund investment in American assets.

1990Norway began saving North Sea oil revenue in what became the Government Pension Fund Global 36 years ago

2005Andrew Rozanov coined the term "sovereign wealth fund" in the Central Banking Journal 21 years ago

The preceding edition of the journal had described the shift from traditional reserve management to sovereign wealth management. Naming the category helped consolidate it as a distinct object of policy and analysis.

2007China established the China Investment Corporation with $200 billion in initial capital 19 years ago

Carved out of the country's foreign exchange reserves, the fund was created to seek higher returns than low-yielding US Treasuries, marking Beijing's entry into the ranks of the world's largest sovereign investors alongside the Gulf states and Singapore.

2007The United States Congress passed the Foreign Investment and National Security Act 19 years ago

2008Sovereign wealth funds were the first institutions to deploy sovereign capital against the 2008 financial crisis 18 years ago

In the early stages of the crisis, SWFs used state capital in an effort to contain financial damage. Unlike regulators, they participate actively in markets and could therefore react quickly, establishing their role as counter-cyclical investors.

2008–2021Global sovereign wealth funds grew from about $4 trillion to over $10 trillion in assets 18 years ago

The world's main sovereign wealth funds, meeting in Santiago, Chile on 2–3 September 2008 under the International Working Group of Sovereign Wealth Funds, agreed the Santiago Principles. Twenty-six countries adopted the voluntary code covering governance, accountability, transparency and investment practice, responding to recipient-country concern that state-owned funds might pursue political rather than commercial objectives. It was the first international governance framework for sovereign wealth funds and remains the benchmark used to judge fund transparency today.

The Linaburg-Maduell Transparency Index was later created to score funds against similar criteria
