Historical Developments

930Iceland founded the Althing, the oldest surviving legislature

The Icelandic Althing was established in 930 CE as an assembly with law-making authority. It is identified as the oldest legislature still in existence, making it a foundational reference point for the continuity of deliberative institutions.

1913The United States shifted its upper house to direct election of senators

Before 1913 the US Senate contained delegates of state governments, in the manner still seen in Germany and the European Union. From 1913 senators were elected under a formula granting equal representation to states regardless of population, changing the representative basis of the upper chamber.

1963Yugoslavia established a pentacameral Federal Assembly

The Federal Assembly of Yugoslavia was created in 1963 with five chambers, the only legislature ever to exceed four. It represents the outer limit of multicameral legislative design.

1967Yugoslavia converted its Federal Assembly into a hexacameral body

In 1967 the already pentacameral Federal Assembly gained a sixth chamber. This remains the highest number of chambers in any legislature recorded.
